Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the grim essence of the outgoing year. By day, political struggles are waged: optimistic declarations are delivered from multiple capitals. Significant resources is expended on managing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from enemy soil, a capacity provided through up-to-date information. From witness perspectives, defense planes that had been scrambled to intercept incoming guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's missile defense engaged: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably provided by partner states. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to sober acceptance: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun fired at a drone close by, part of a rapid response unit – most likely Western-made equipment. Regrettably, the bullets missed the hostile drone – it continued its flight toward its destination.
With pauses, this carried on until dawn. Kyiv greeted the morning news: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a dependence that regional partners are demonstrably unable to fill in the immediate future.
Ineffective Peace Efforts
The 28-point plan from US administration provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new approach from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, no doubt, endure.
Political Considerations
It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a premise well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is unrealistic to force Russia to surrender the areas that it already controls in Ukraine's south or east.
The issue is that while acknowledging this situation, Washington does little to discourage Russia, through diplomacy or military means, from believing that the situation will not shift further in its favour in the near future.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a entire defensive failure until situations evolve in its benefit.
Present Conditions
Objectively, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their priority does not move to internal issues. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.
While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
